With a diverse portfolio spanning countries, sectors, and implementation partners, the Independent Evaluation Office at one of the youngest multilateral development banks recognised the need for a shared understanding of evaluation across the institution. As the Bank scaled its operations, it became critical to build capacity among internal teams, some directly involved in evaluations, others more peripherally, while laying the groundwork for future knowledge sharing with external stakeholders.

We designed a five-module programme delivered over six months, with 20+ hours of live training supported by pre-reads, exercises, and digital toolkits. Separate tracks for operational and non-operational teams kept each track built around what that team actually needed, using case simulations, gamified quizzes, and reflection exercises rather than a single lecture format for everyone. The framework was built as a reusable, scalable asset from the start, designed to extend seamlessly into future train-the-trainer and digital learning initiatives.
